AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend and reenact §§ 46.2-746.2:2, 46.2-746.9, 46.2-749.30, and 46.2-749.44; to amend the Code of Virginia by adding sections numbered 46.2-742.1:1 and 46.2-749.4:1.1, and to amend the Code of Virginia by adding in Article 10 of Chapter 6 of Title 46.2 sections numbered 46.2-749.49 through 46.2-749.52; and to repeal § 46.2-749.4:1 of the Code of Virginia, relating to special license plates; persons awarded the Air Medal or the Air Medal with a "V" for valor; members and former members of the 173rd Airborne Brigade; notaries public; Historic Yorktown; supporters of the Girl Scouts of America; supporters of The Mariners' Museum; supporters of the Shenandoah National Park Association; supporters of the Distributive Education Clubs of America (DEC); soccer enthusiasts; historic covered bridges; fees.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding sections numbered 46.2-742.1:1 and 46.2-749.4:1.1 as follows:

§ 46.2-742.1:1. Special license plates; persons awarded the Air Medal or the Air Medal with a "V" for valor.

On receipt of an application and written evidence that the applicant has been awarded an Air Medal or an Air Medal with a "V" for valor, the Commissioner shall issue to the applicant special license plates.

§ 46.2-746.2:2. Special license plates; members and former members of the 173rd Airborne Brigade.

On receipt of an application therefor and presentation of written evidence that the applicant is a member or former member of the Society of the 173rd Airborne Brigade, the Commissioner shall issue to the applicant special license plates.

The provisions of subdivisions 1 and 2 of subsection B § 46.2-725 shall not apply to license plates issued under this section.

§ 46.2-746.9. Special license plates for certain occupations.

On receipt of an application and written evidence that the applicant is a magistrate, notary public, pharmacist, registered nurse, general registrar, or postmaster, the Commissioner shall issue special license plates to the applicant.

§ 46.2-749.4:1.1. Special license plates for Historic Yorktown.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates bearing the following legend: HISTORIC YORKTOWN.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five-dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to the special nonreverting fund known as the Historic Yorktown Fund, established within the Department of Accounts. These funds shall be paid annually to the Town of Yorktown and may be used as provided by the governing body.

§ 46.2-749.30. Special license plates; supporters of the Boy Scouts of America or Girl Scouts of America.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the Boy Scouts of America or Girl Scouts of America.

§ 46.2-749.44. Special license plates; supporters of The Mariners' Museum.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of the Monitor-Merrimac Memorial Foundation The Mariners' Museum.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five-dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to a special nonreverting fund known as the Monitor-Merrimac Memorial Foundation Mariners' Museum Fund, established within the Department of Accounts. These funds shall be paid annually to the Mariner's Museum and used exclusively to further the construction development and operation of the USS Monitor Center at The Mariners' Museum.

§ 46.2-749.49. Special license plates; Supporters of the Shenandoah National Park Association.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the Shenandoah National Park Association.

§ 46.2-749.50. Special license plates; Supporters of the Distributive Education Clubs of America (DECA).

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the Distributive Education Clubs of America (DECA).

§ 46.2-749.51. Special license plates; soccer enthusiasts.

On receipt of an application therefor, the Commissioner shall issue special license plates to soccer enthusiasts.

§ 46.2-749.52. Special license plates; historic covered bridges.

On receipt of an application therefor, the Commissioner shall issue special license plates bearing the legend: HISTORIC COVERED BRIDGES.

2. That § 46.2-749.4:1 of the Code of Virginia is repealed.
