WHEREAS, Mary Etta Brown, principal of Paul D. Burbank Elementary School in
Hampton, was named Virginia's National Distinguished Principal for 2000; and
WHEREAS, the National Distinguished Principal award is sponsored by the Virginia Association of Elementary School Principals and recognizes Mary Etta Brown's exceptional achievements as an educator; and
WHEREAS, Mary Etta Brown earned her bachelor’s degree from Wake Forest University, her master’s degree from the University of Virginia, and her doctorate in education from George Washington University; and
WHEREAS, prior to becoming principal of Paul D. Burbank Elementary School in 1992, Dr. Brown was a fifth- and sixth-grade teacher in the Hampton public schools and served for three years as principal of Jane H. Bryan Elementary School in Hampton; and
WHEREAS, Dr. Brown implemented Virginia's first International Baccalaureate Primary Years program, which determines effective instructional practices, enables students to take responsibility for their learning, and is an effective system for teaching the Standards of Learning; and
WHEREAS, Dr. Brown is actively involved in a variety of professional and community organizations, including the Virginia and National Associations of Elementary School Principals, the National Reading Association, the National Association of Early Childhood Education, and the Hampton City Neighborhood Commission; and
WHEREAS, Dr. Brown has been previously recognized by the Hampton Council of PTAs, which named her Elementary Principal of the Year in 2000; now, therefore, be it
RESOLVED by the House of Delegates, That Mary Etta Brown be commended on being named Virginia's National Distinguished Principal for 2000; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Mary Etta Brown as an expression of the House of Delegates' admiration and gratitude for her visionary leadership and exceptional dedication to the education of the young people of Hampton.
