WHEREAS, Sandra Carolyn Beale Harris, Assistant Clerk for Journal and Records of the House of Delegates, retired on January 1, 2001, after 31 years of service to the Virginia House of Delegates; and

WHEREAS, a native of Ivor in Southampton County, Sandy Harris graduated from Southampton High School and earned her bachelor's degree in journalism from Richmond Professional Institute (now Virginia Commonwealth University); and

WHEREAS, Sandy Harris joined the House Clerk's staff in November 1969, working on a part-time basis until July 1977, when she became a full-time staff member; and

WHEREAS, prior to 1999, when she became Assistant Clerk for Journal and Records, Sandy Harris worked as the Records Clerk, Bill Clerk, Assistant to the Minute Clerk, Proofreader, and Engrossing Clerk; and

WHEREAS, before coming to the House Clerk's office, Sandy Harris worked in Virginia state government for the State Water Control Board, the Virginia Community College System, the Office of International Trade, the Office of Consumer Affairs, and the Virginia State Crime Commission; and

WHEREAS, Sandy Harris received her first occupational training for her work with the House of Delegates as a copyreader/proofreader for the Presbyterian Board of Christian Education; and

WHEREAS, Sandy Harris served under House Clerks George R. Rich, Joseph H. Holleman, Jr., and Bruce F. Jamerson; and under Speakers John Warren Cooke, A. L. Philpott, Thomas W. Moss, Jr., and S. Vance Wilkins, Jr.; and

WHEREAS, Sandy Harris was a member of the American Society of Legislative Clerks and Secretaries; and

WHEREAS, Sandy Harris has served as a resource consultant to youth organizations, including the Virginia YMCA Model General Assembly for 18 years, which honored her with its Service to Youth Award, and the American Legion Auxiliary Girls State Program; and

WHEREAS, along with her 31-year dedication to the House of Delegates, she has had a 23-year relationship with Skipwith Baptist Church--having served as Moderator, Sunday School Teacher, Music Committee Chairman, Church Council Member, and First Soprano in the choir; and

WHEREAS, Sandy Harris, an exemplary “team player” with extensive institutional memory, agreed to assist in the House staff transition by returning for the 2001 Session of the General Assembly, and is anxious to begin her new life, with her husband, Charles, at their home on the Great Wicomico River and to be involved in her new church, Morattico Baptist Church; now, therefore, be it

RESOLVED by the House of Delegates, That Sandra Carolyn Beale Harris be commended for her many years of dedicated service to the General Assembly of Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Sandra Carolyn Beale Harris as an expression of the House of Delegates’ gratitude and best wishes for a long, happy, and well-deserved retirement.
