WHEREAS, Delegate Harry J. Parrish was born on February 19, 1922, in Fairfax County, and shortly thereafter his family moved to Manassas, where he has resided ever since; and
WHEREAS, Harry J. Parrish graduated from Osbourn High School in 1940 and graduated from Virginia Polytechnic Institute in 1944, with a major in business administration; and
WHEREAS, Harry J. Parrish entered the United States Army Air Corps during World War II, was assigned to complete his training with the Royal Air Force, and served in the India, Burma, China Theater, where he flew "The Hump"; and
WHEREAS, Harry J. Parrish retired, as a command pilot and colonel in the United States Air Force Reserve, in 1972; and
WHEREAS, during his years of service with the United States Air Force, Harry J. Parrish was awarded the Distinguished Flying Cross and the Air Medal with Two Oak Leaf Clusters; and
WHEREAS, on February 12, 1944, Harry J. Parrish married Mattie H. Cannon, and they have two children, a son and a daughter, two granddaughters, and a grandson; and
WHEREAS, during his career, Harry J. Parrish has received the Distinguished Service Award from the Virginia Oil Men's Association and the Virginia Oil Man of the Year Award in 1988; and
WHEREAS, Harry J. Parrish has also served as president of the Virginia Municipal League; and
WHEREAS, Harry J. Parrish has served on the boards of directors of United Virginia Bank and Crestar Bank, was named in 1973 the Town of Manassas Man of the Century, Living, and, with his wife, Mattie, served as grand marshal of the Manassas Christmas Parade in 1995; and
WHEREAS, Harry J. Parrish is a member of the Grace United Methodist Church, is one of the founders of the Prince William Hospital, where he served for many years on the board of directors, and has been a member of the Manassas Volunteer Fire Company since 1948; and
WHEREAS, Harry J. Parrish is also a long-time member of the Kiwanis Club of Manassas, the Greater Manassas Chamber of Commerce, the American Red Cross, the American Legion, the Veterans of Foreign Wars, the Society for Preservation of Black Heritage, the Boy Scouts of America, and Manassas Crime Solvers; and
WHEREAS, Harry J. Parrish was elected to the Manassas Town Council in 1951, was elected mayor of the Town of Manassas in 1963, and became the first mayor of the City of Manassas in 1975, serving in that position until 1981; and
WHEREAS, in 1982, Harry J. Parrish was elected to the Virginia House of Delegates from the 50th House District; and
WHEREAS, as a member of the General Assembly, Harry J. Parrish serves as co-chairman of the House Finance Committee and as a member of the House Committees on Conservation and Natural Resources, Commerce and Labor, Corporations, Insurance and Banking, and Rules; and
WHEREAS, Harry J. Parrish also serves as a member of the Joint Legislative Audit and Review Commission, the Virginia Coal and Energy Commission, the Virginia Veterans Cemetery Board, and numerous other state and local legislative and civic boards; and
WHEREAS, in September 2001, Harry J. Parrish will complete 50 years of continuous elected public service; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Harry J. Parrish on his 50 years of continuous public service to the people of Manassas, Prince William County, and the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Harry J. Parrish as an expression of the General Assembly's great respect and high regard for his dedicated and effective service to the people of Virginia.
