WHEREAS, W. Bernard Howard, Jr., a lifetime resident and active community member of Newport News, died on November 29, 2000; and
WHEREAS, W. Bernard Howard, Jr., graduated from Newport News' Huntington High School in 1929, and from Lincoln University in Pennsylvania in 1934 with a double major in chemistry and biology; and
WHEREAS, W. Bernard Howard, Jr., began his career by teaching in public schools in Surry County and Newport News; and
WHEREAS, W. Bernard Howard, Jr., worked for the United States Postal Service from 1940 until 1972, serving in the Railway Postal Service for 22 of those years; and
WHEREAS, W. Bernard Howard, Jr., was instrumental in helping to form the Peninsula Postal Federal Credit Union and its subsequent merger with Langley Federal Credit Union; and
WHEREAS, W. Bernard Howard, Jr., remained active in his community even after retirement by serving on the board of directors of the Hampton Roads Chapter of the American Red Cross; and
WHEREAS, the Alpha Alpha chapter of the Omega Psi Phi Fraternity twice honored W. Bernard Howard, Jr., as Citizen of the Year; and
WHEREAS, W. Bernard Howard, Jr., served as chairman of the board of Whittaker Memorial Hospital, which later evolved into Newport News General Hospital, where he served as chairman emeritus of the board; and
WHEREAS, in honor of his commitment to improving health care in his community, Newport News General Hospital dedicated the hospital's medical/surgical wing to W. Bernard Howard, Jr. in March, 1993; and
WHEREAS, W. Bernard Howard, Jr., was a lifelong member of Carver Memorial Presbyterian Church, where he served as deacon, trustee, and president of the Men's Council; and
WHEREAS, W. Bernard Howard, Jr., an outstanding Virginian and resident of Newport News, served his community with great dedication throughout his life; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby mourn the loss of a distinguished Virginian, W. Bernard Howard, Jr.; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of W. Bernard Howard, Jr., as an expression of the respect in which his memory is held by the members of the General Assembly.
