WHEREAS, the Virginia National Guard valiantly serves the needs and objectives of our national defense at the discretion of the President of the United States; and

WHEREAS, the President of the United States in recent years has committed United States military forces to peacekeeping and several conflicts in many parts of the world; and

WHEREAS, the commitment of the United States military to peacekeeping missions and conflicts has demanded substantial resources from the military forces of the federal government; and

WHEREAS, because of these commitments, the President of the United States has called upon the Virginia National Guard to meet force demands for several of the commitments and conflicts; and

WHEREAS, the Virginia National Guard is a voluntary force mainly consisting of men and women who have made a part-time commitment in addition to their full-time commitments to their families, responsibilities and work; and

WHEREAS, the recent participation of members of the Virginia National Guard in national service has been greater than expected by members, creating strains on the members to meet their many work and personal commitments; and

WHEREAS, these national demands may decrease retention of experienced and valuable members of the Virginia National Guard and adversely affect future recruitment; and

WHEREAS, the members of the Virginia National Guard are to be commended for their valiant service in these federal commitments and conflicts; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Congress of the United States and the President of the United States be urged to examine the present commitment of the United States military and enact and pursue policies that will [ reduce some of the increase the resources and full-time manning support to keep pace with the high ] demand for federal service by members of the Virginia National Guard; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia Congressional Delegation in order that they may be apprised of the sense of the General Assembly of Virginia in this matter.
