RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly of Virginia shall be governed by the following joint rule:

Rule 1. No member of the General Assembly shall serve as the chairman of a standing committee of the House of Delegates or Senate for more than eight consecutive years.
