010580788WHEREAS, the Virginia Alcoholic Beverage Control Board is charged with the overall regulation and control of the sale of alcoholic beverages in the Commonwealth; and
WHEREAS, the Board is empowered to buy, import and sell alcoholic beverages other than beer and wine not produced by farm wineries, and to have alcoholic beverages other than beer and wine not produced by farm wineries in its possession for sale; and
WHEREAS, to accomplish its mission, the Board may determine the localities in which government stores may be established and operated, subject to local referendum; and
WHEREAS, each year excess profits from money collected by the Board is redistributed to localities according to a formulary developed by law; and
WHEREAS, state statute requires that government stores be closed on Sundays, Thanksgiving Day, Christmas Day, and New Year's Day, as well as any other periods or on such days as the Board may direct; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Department of Alcoholic Beverage Control be requested to study the feasibility of closing government stores on the state holiday designated for Martin Luther King, Jr.
All agencies of the Commonwealth shall provide assistance to the Department of Alcoholic Beverage Control for this study, upon request.
The Department of Alcoholic Beverage Control shall complete its work in time to submit its findings and recommendations to the Governor and the 2002 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
