WHEREAS, traffic congestion in Northern Virginia is among the worst in the United States; and

WHEREAS, this congestion threatens the region's economy and the quality of life of its citizens; and

WHEREAS, it will be impossible to lessen or even control the worsening of this congestion merely by building more highways, but rather requires significant augmentation of the region's public transportation assets; and

WHEREAS, increased use of passenger rail transportation can contribute very meaningfully to congestion management and air quality protection; and

WHEREAS, the Virginia Railway Express has been successful in moving significant volumes of commuters between Manassas and Fredericksburg and Washington, D.C.; and

WHEREAS, it appears highly desirable to build upon this demonstrated success by making Virginia Railway Express service available to still more riders; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Department of Rail and Public Transportation be requested to study the desirability and feasibility of extending Virginia Railway Express service from Manassas via Gainesville to Haymarket, including the construction of appropriate stations at Gainesville (in the vicinity of the intersections of U.S. Route 29, U.S. Route 211, and Interstate Route 66) and Haymarket.

The Department shall complete its work in time to submit its findings and recommendations to the Governor and the 2002 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
