015337624WHEREAS, the Garfield F. Childs Memorial Fund, a private, nonprofit, community-based organization, was created in 1981 by the Richmond Redevelopment and Housing Authority; and
WHEREAS, the goal of the Garfield F. Childs Memorial Fund is to provide educational, social, cultural, and economic development opportunities to residents of Richmond's public housing communities; and
WHEREAS, in pursuit of this goal, the Garfield F. Childs Memorial Fund has responded to the growing and changing needs of Richmond's public housing residents, particularly in the areas of computers and technological skills; and
WHEREAS, in 1987 the Garfield F. Childs Memorial Fund established one of the first technology learning centers in public housing--the Smart Circuit Computer Center; and
WHEREAS, the Smart Circuit Computer Centers, located in each of Richmond's public housing communities and at six other community-based sites, provide youth and their parents with computer skills training and entrepreneurial opportunities; and
WHEREAS, the state-of-the-art computer centers offer after-school access to computers for homework and Standards of Learning tutorials and introductory, intermediate, and advanced computer skills training for residents transitioning from welfare to work; and
WHEREAS, the Garfield F. Childs Memorial Fund launched Each-One-Teach-One, a youth entrepreneurship program aimed at preparing young people for careers in technology and for owning and operating their own businesses; and
WHEREAS, for its exceptional efforts to improve the lives of Richmond's public housing residents, the Garfield F. Childs Memorial Fund has received numerous awards, and the organization continues to expand its programs to better serve the people of Richmond; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Garfield F. Childs Memorial Fund on the occasion of its 20th anniversary; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jacqueline Dash Ziglar, executive director, as an expression of the General Assembly's admiration for the outstanding service of the Garfield F. Childs Memorial Fund.
