Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 1 of Title 46.2 a section numbered 46.2-116 as follows:

§ 46.2-116. Use of certain quotas by law-enforcement agencies prohibited.

Neither the Department of State Police nor any law-enforcement agency authorized to enforce any provision of this title shall employ quotas or any similar system in connection with the enforcement of any provision of this title, nor shall any law-enforcement officer be evaluated, rewarded, or penalized because of his compliance or failure to comply with any such quotas or similar systems.
