Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-41.2:1 as follows:

§ 2.1-41.2:1. Severance benefits for gubernatorial appointees prohibited.

Notwithstanding any provision of law to the contrary, no severance benefits shall be approved for or given to any person appointed by the Governor in accordance with § 2.1-41.2 unless such benefits are explicitly authorized by law.
