011432860Be it enacted by the General Assembly of Virginia:
1. That § 33.1-23.03 of the Code of Virginia is amended and reenacted as follows:
§ 33.1-23.03. Department to review construction needs, develop plan to address regional transportation needs.
A comprehensive review of the statewide construction needs of all the highway systems in the Commonwealth shall be conducted by the Department at least once in every five-year period. Such review shall be conducted for the purpose of producing an inventory of all construction needs for all systems to a target year twenty years in the future based on standards established by the Department of Transportation. The first report shall be presented to the General Assembly and local officials no later than October 1, 1989. Beginning October 1, 2002, the Department shall also annually report to the General Assembly and local officials those current transportation needs that are unmet under existing plans. The Department, working in cooperation with the Secretary of Transportation, shall further recommend a plan to help alleviate the unmet transportation needs. The recommendation shall include a means by which regions of the Commonwealth may be afforded greater flexibility to address such unmet needs, with appropriate state oversight, including the ability to establish regional transportation entities having broader authority with respect to planning, prioritizing, funding, and implementing transportation solutions for the region.
