A BILL to require the Department of State Police to prepare a report to the General Assembly regarding racial profiling.

Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of State Police shall prepare the following report providing:

1. What steps the Department of State Police has taken to determine the extent to which arrests and tickets are occurring based upon the racial profile of persons while driving in a vehicle;

2. What steps the Department of State Police has taken to ensure that arrests and tickets are not based upon the racial profile of the person driving the vehicle; and

3. Recommendations on any changes in state law, rules or regulations so as to ensure arrests and tickets for drivers are not based upon the race of the driver.

The chief law-enforcement officer of each locality, including the local sheriff and local police chief, shall provide the information regarding the locality required by this section to the Department of State Police for incorporation into the report.

The Department of State Police shall submit the report of the findings, recommendations and information from the localities to the General Assembly on or before December 1, 2001.
