Whereas, the areas surrounding Smith Mountain Lake have onsite sewage disposal issues that could be handled more readily if accurate data would be available; and

Whereas, the Virginia Department of Health is developing software and a statewide database module with local compatibility; and

Whereas, real estate records are already logged into local database(s) in the jurisdictions around Smith Mountain Lake; and

Whereas, the merger into the local database(s) of such real estate records with septic tank pumpout and maintenance records would provide accurate and easily accessible information on which local governments and property owners could make decisions; now, therefore,

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 32.1-163.6 as follows:

§ 32.1-163.6. Pilot project for local septic system database.

The Commissioner of Health shall, as part of the development of a statewide database module with local compatibility, implement a pilot project for the Counties of Bedford, Franklin, and Pittsylvania to computerize the data on septic systems with the goal of producing data capable of being merged with existing real estate records, particularly for the areas surrounding Smith Mountain Lake. The pilot project shall establish a database for the storage and retrieval of information on local septic systems based on installation permits. Information resulting from septic tank pumpouts and other maintenance shall also be included in this database. All the information in such database shall be capable of being merged with the local real estate records. The Commissioner shall implement the pilot project required by this section solely with state funds and shall exempt the counties herein named from the cost-sharing requirements of the state/local cooperative budget formula.
