Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 1 of Title 2.1 a section numbered 2.1-7.5 as follows:

§ 2.1-7.5. Limitation on expenditures by state agencies.

No money spent by any state agency, whether (i) independent or in the executive or legislative branch or (ii) appropriated to it or collected by it, shall be used [ in any political activity that is prohibited by § 501 (c) (3) of the Internal Revenue Code. to influence the outcome of an election. ]
