Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 5 of Chapter 8 of Title 46.2 a section numbered 46.2-847.1 as follows:

§ 46.2-847.1. Use of hand-held wireless communication devices while turning.

No driver of a motor vehicle shall use any hand-held wireless communication device while turning his vehicle (i) from a location off the highway onto any highway or from any highway to a location off the highway, (ii) from one highway to another or (iii) on to or off of any highway on-ramp or off-ramp or any other entrance to or exit from any controlled access highway.
