Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-955.1 as follows:

§ 15.2-955.1. Fund-raising from stopped motorists.

A civic organization, including those organizations specified in § 15.2-955, shall not solicit stopped motorists for fund-raising purposes unless it has first obtained a permit from the locality. A locality may issue such permits only for non-interstate roads and only for use by persons eighteen years or older.
