The following conditions shall also apply: (a) that the governing body of a jurisdiction participating in the authority shall approve by a two-thirds vote any transportation project of the authority within its jurisdiction, (b) if a transportation project is not within the boundaries of a participating jurisdiction, then a majority of the governing body of a participating jurisdiction must approve such project.
