Line 28, substitute, after services

on a primary or secondary road and any contract for such services on an interstate highway that was not originally constructed under a comprehensive agreement entered into pursuant to Chapter 22 (§ 56-553 et seq.) of Title 56 shall be procured through competitive sealed bidding. Such contracts shall be of a size and scope to encourage maximum competition and participation by agency pre-qualified contractors and otherwise qualified contractors. No outcome-based asset management contract shall procure heavy maintenance services. For purposes of this subsection, “heavy maintenance services” means bridge reconstruction or milling combined with paving of highway travel lanes or shoulders.
