3. That the Department of Taxation, in promulgating the guidelines required by the provisions of subsection G of § 58.1-3912, shall cooperate with and seek the counsel of the Treasurers' Association of Virginia and other interested groups representing taxpayers, including without limitation the Virginia Chamber of Commerce and the Virginia Manufacturers' Association.
