Nothing in this section shall preclude the adoption by a locality of an administrative rule or regulation which prohibits, in or on public facilities, the possession, carrying or transporting of firearms, ammunition, or components or combination thereof, provided such rule or regulation is enforced under applicable trespass laws, only after actual prior notice to the person in violation of such rule or regulation, and opportunity to vacate the public facility subject to the rule or regulation.
