Temporary registration pursuant to this article shall be permitted for the
overseas employee, and his spouse and dependents or dependent residing with
him, only so long as the overseas employee, spouse, or dependent votes at least once every five
years in an election held in the precinct in which he had been registered immediately preceding his
moving overseas.
D. The provisions of this article shall apply to any person otherwise meeting the qualifications of this article who moved overseas on or after July 1, 1999.
