SUMMARY AS PASSED SENATE:

Study; institutionalization of children with developmental disabilities. Requests the Secretary of Health and Human Resources to study the institutionalization of children with developmental disabilities in nursing homes and other long-term care facilities. The study shall include (i) a determination of the actual number of children with developmental disabilities currently in nursing homes and long-stay institutional residences; (ii) the historical and current reasons why children reside in institutional settings; (iii) any barriers in the current delivery system to family and community care; (iv) identification of additional supports children need in order to be able to reside in family homes; and (v) how these supports can be provided.

SUMMARY AS INTRODUCED:

Study; institutionalization of children with developmental disabilities. Requests the Department of Medical Assistance Services to study children with developmental disabilities in nursing homes and other long-stay institutional residences. The study shall include (i) a determination of the actual number of children with developmental disabilities currently in nursing homes and long-stay institutional residences; (ii) the historical and current reasons why children reside in institutional settings; (iii) any barriers in the current delivery system to family and community care; (iv) identification of additional supports children need in order to be able to reside in family homes; and (v) how these supports can be provided. The Department of Medical Assistance Services shall conduct its study in conjunction with a work group, including parents of children living in institutional settings, parents of children at imminent risk of institutional placement, and representatives of Centers for Independent Living, the Autism Project, the Virginia Brain Injury Foundation, the Arc of Virginia, Parents and Associates of the Institutionalized Retarded of Virginia (PAIR), the Virginia Board for People with Disabilities, the Department for Rights of Virginians with Disabilities, the Department of Education, the Department of Mental Health, Mental Retardation and Substance Abuse Services, and the Departments of Health and Social Services.
