SUMMARY AS INTRODUCED:

Constitutional amendment (first resolution); restoration of right to vote for felons. Authorizes the General Assembly to provide by law for the restoration of civil rights for felons who have completed service of sentence, probation, and parole and met such other conditions or limitations as may be provided by law.
