SUMMARY AS PASSED: (all summaries)

Study; shortage of classroom teachers. Directs the Commission on Educational Accountability, in cooperation with the Board of Education, the State Council of Higher Education, the Senate Committee on Finance, and the House Committee on Appropriations, to study the demand for and preparation of classroom teachers. In its deliberations, the Commission, together with the participating state agencies, shall project the number of classroom teachers needed in Virginia during the next 10 years; review the teacher education process; assess recruitment and retention efforts; evaluate procedures for awarding continuing contracts, including how Virginia may retain the most capable teachers and replace teachers who do not meet the qualifications, standards, and expectations set for teachers; consider the issues associated with compensation of teachers; determine the adequacy of pre-service and in-service professional development of teachers; and recommend ways to attract and retain an adequate supply of teachers in Virginia. Further, the Commission shall communicate and collaborate with other study committees charged to examine aspects of teacher education, recruitment, retention, and other related issues.
