Urges the Governor of Minnesota and the Minnesota Legislature to expedite the return of the battle flag of the 28th Virginia Infantry Regiment captured during Pickett’s Charge at the Battle of Gettysburg. The battle flag is currently in the possession of the Minnesota Historical Society.
