SUMMARY AS PASSED:
Virginia Coalfield Coalition Authority. Establishes the Virginia Coalfield Coalition Authority, which is vested with the power, with the approval of the Commonwealth Transportation Board, to provide for the construction of the Virginia Coalfield Expressway, a highway system that would run along the southwestern boundary of the Commonwealth. The chairman of the Authority is the chairman of the Commonwealth Transportation Board. The Authority may not issue bonds to finance the construction of the highway system.

Virginia Coalfield Coalition Authority. Establishes the Virginia Coalfield Coalition Authority and the Virginia Coalfield Expressway Corridor Development Fund to develop a highway system along the southwestern boundary of the Commonwealth. The bill authorizes the Authority to issue revenue bonds to fund the project in a principal amount not to exceed $80 million. The full faith and credit of the Commonwealth is not pledged.
