SUMMARY AS INTRODUCED:

Virginia Education Infrastructure Program and Trust Fund. Revises the Virginia Public School Construction Grants Program and Fund to be the Virginia Education Infrastructure Program and Trust Fund, which will include, along with appropriations and gifts and bequests, 100 percent of the lottery revenues that are appropriated entirely and solely for the purpose of public education, on and after July 1, 2000. The grants from the Trust Fund may be distributed to each school division on the basis of the locality's composite index of ability to pay.
