Marriage licenses not returned by minister. Removes the fine on a circuit court clerk for failure to furnish the attorney for the Commonwealth with a list of marriage licenses issued during the preceding calendar year that were not returned by the ministers or other persons celebrating the marriages. The bill also adjusts the time for furnishing the report to the last day of March instead of the first day of February.
