Health plans sponsored by community action agency. Excludes from insurance regulations a health care services plan which on January 1, 2000, offered or provided coverage for employees, or their beneficiaries, of two or more employers through a trust established September 1, 1988, and sponsored by a community action agency. This bill is identical to SB 480.
