SUMMARY AS INTRODUCED:

Charter; City of Portsmouth. Allows the city to assess up to an additional two dollars in certain civil, criminal or traffic cases in its district or circuit court. Any such sum collected shall be used only for the construction, renovation or maintenance of the courthouse and related facilities. Other amendments (i) grant the city manager authority to appoint secretaries who shall serve at the pleasure of the city manager, (ii) give the city attorney authority to appoint and dismiss employees of the Department of Law, and (iii) provide that every deputy city attorney, assistant city attorney and secretary to the city attorney shall serve at the pleasure of the city attorney.
