SUMMARY AS PASSED HOUSE:
Study; authorities by general and special act. Establishes a joint subcommittee to study authorities created by general and special act of the General Assembly. The joint subcommittee shall review the powers and responsibilities granted by the General Assembly to authorities, and determine whether the powers, other actions, and expenditures by authorities should be subject to periodic review.
SUMMARY AS INTRODUCED:
JLARC study of MWAA. Requests the Joint Legislative Audit and Review Commission (JLARC) to study the practices, policies, and procedures used by the Metropolitan Washington Airports Authority (MWAA) in contracting for goods and services and the desirability and feasibility of making the MWAA subject to the Virginia Administrative Process Act, the Virginia Public Procurement Act, and the Virginia Freedom of Information Act.
