Expressing the sense of the General Assembly of Virginia that Virginia's localities shall seek to expand Internet-based service delivery with the goal of reducing costs. Provides that Virginia's localities shall seek to expand Internet-based service delivery with the goal of reducing costs; specifically, localities should strive to reach a goal of reducing the operational expenses by ten percent.
