Memorializing Congress and the President to enact revisions to the Balanced Budget Act of 1997 to address the severe financial impact that this legislation is having on the Commonwealth's academic health centers, and to review how certain aspects of the BBA have been interpreted and implemented by the U.S. Health Care Financing Administration.
