SUMMARY AS INTRODUCED:

Study; early intervention services. Requests the Department of Mental Health, Mental Retardation and Substance Abuse Services to study parental liability for costs of early intervention services. The Department, in cooperation with the other state agencies participating in the early intervention program and all stakeholders in the program to include, but not be limited to, representatives of the local interagency coordinating councils, the Virginia Interagency Coordinating Council, the Early Intervention Management Team, parents and service providers, shall identify and resolve concerns related to fees for Part C program services, including federal requirements related to liability for the costs of various services and access to private insurance reimbursement; mechanisms to determine ability to pay on an equitable and consistent basis statewide; and extreme variations in the costs of services among different localities.
