SUMMARY AS INTRODUCED:

Study; continuing the study of education issues relating to ESL/LEP students. Notes the dramatic growth in the number of English as a second language (ESL)/limited English proficient (LEP) students in Virginia. The resolution also notes that, while the Board of Education has provided a one-time grace period or waiver for elementary and middle school ESL/LEP students, no waiver or grace period has been provided for high school ESL/LEP students. The Commission wishes to continue (i) the productive relationship with the Board and Department of Education and cooperate in understanding the evolving issues relating to ESL/LEP students; (ii) to stay informed about the efforts of the Board and Department of Education in developing appropriate tolerances and accommodations for ESL/LEP students; (iii) to monitor the performance of ESL/LEP students on the Standards of Learning tests and the impact of this performance on the students and the schools; and (iv) to communicate to the Board and Department of Education all reasonable suggestions presented to the Commission.
