Study; Hampton Roads Third Crossing Bridge-Tunnel Commission. Establishes a 16-member commission to expedite construction of a third crossing of Hampton Roads. The Department of Transportation is requested to provide to the Commission, at least every six months, a report concerning the status of the Hampton Roads Third Crossing Bridge-Tunnel project including, but not limited to, the process and progress of the environmental studies, preliminary engineering, and any other analyses of the Hampton Roads Third Crossing Bridge-Tunnel project as part of any process required by the Environmental Protection Act or other applicable provisions of state and federal law, including the Code of Federal Regulation.
