Virginia Coalfield Coalition Authority. Establishes the Virginia Coalfield Coalition Authority to provide for the construction of a highway system (The Virginia Coalfield Expressway Corridor), with the approval of the Commonwealth Transportation Board, along the southwestern boundary of the Commonwealth. This bill is identical to SB 661.
