SUMMARY AS INTRODUCED:

Health; medical assistance services. Changes the name of the Board and Department of Medical Assistance Services to the Board and Department of Health Care Financing. All duties and powers of the Board and Department shall remain the same. Current appointments to the Board shall expire on June 30, 2000, and shall be replaced by a board of 11 members with experience and expertise in health care delivery and health care financing to be comprised in the following manner and on staggered terms: six members shall be appointed by the Governor; three members shall be appointed by the Speaker of the House of Delegates; and two members shall be appointed by the Senate Committee on Privileges and Elections. The Board will be required to submit an annual report to the Governor and General Assembly rather than biennially as now provided. The bill includes technical amendments. In addition, the Director assumes new responsibilities to ensure that programs are being administered efficiently and effectively, to advise the Governor and General Assembly on pertinent matters, to consult regularly with the appropriate staff and committees of the General Assembly, and to work with other agencies and stakeholders to ensure efficient enrollment of children in any appropriate health insurance program.
