SUMMARY AS PASSED: (all summaries)
HOV lanes. Institutes a one-year pilot project for HOV facilities in the Hampton Roads Planning District, temporarily lifting HOV restrictions when one or more lanes of the same highway carrying traffic in the same direction are blocked for ten minutes or longer. The pilot project will terminate if it prompts the Federal Highway Administration to require repayment of any federal highway construction funds.
