SUMMARY AS PASSED: (all summaries)
Petition requirements for candidates and in presidential and referenda elections. Amends the requirements for circulating petitions in response to federal case law developments. See Buckley v. American Constitutional Law Foundation, Inc., U.S.S.C. No 97-930, January 12, 1999. Current law provides that the person circulating the petition and witnessing signatures on the petition must be a registered voter eligible to vote in the pertinent election. The amendment allows a person who is not a registered voter, but who is eligible to register to vote in the pertinent election, to circulate the petition.
