SUMMARY AS INTRODUCED:
Advanced communications; localities. In addition to fiber-optic communication networks, the bill allows localities to utilize satellite and wireless. Section 15.2-1500 and Article 5.1 (§ 56-458 et seq.) of Chapter 15 of the Code of Virginia allow a locality to lease its dark fiber (the medium used for fiber-optic networks) to its neighboring localities. The bill would allow a locality to lease satellite and wireless networks as well. The bill also allows the Advanced Communications Assistance Fund, created by § 9-265.1 and administered by the Innovative Technology Authority, to be used for financing the costs of satellite and wireless communication networks in addition to dark fiber. This bill is a recommendation of the Joint Commission on Technology and Science.
