Provides a sales and use tax exemption for a federally tax-exempt nonprofit organization, from July 1, 2000, through June 30, 2001, which is organized to provide legal, educational, empowerment, and other services to the Central American and Latin communities in the Washington, D.C. metropolitan area including Northern Virginia.
