Sale of certain property in the City of Richmond. Allows the City of Richmond (described by population) to provide for the sale of buildings for the nominal amount of one dollar and to require the purchaser to complete all necessary repairs of the property within two years. The provisions apply to property which the city has obtained through use of existing procedures related to tax-delinquent or blighted property.

Allows the City of Richmond (described by population) to provide for the sale of buildings for the nominal amount of $1 and to require the purchaser to complete all necessary repairs of the property within two years. The provisions apply to property which the city has obtained through use of existing procedures related to tax-delinquent or blighted property.
SUMMARY AS INTRODUCED:
Sale of certain property in the City of Richmond. Allows the City of Richmond to provide for the sale of buildings for the nominal amount of $1 and to require the purchaser to complete all necessary repairs of the property within two years. The provisions apply to property which the city has obtained through use of a special commissioner because the property (i) is tax delinquent or (ii) has been declared a derelict structure, or has unpaid liens, and has remained in such condition for at least five years. Owners of derelict structures are also subject to civil penalties of up to $2,000 per month if necessary corrective action is not taken.
