SUMMARY AS INTRODUCED:
Virginia Public Procurement Act; exception to competitive sealed bidding. Changes the standard from "is either not practicable or not fiscally advantageous" to "not in the best interest of the public body" for which a public body may use competitive negotiation instead of competitive sealed bidding for the procurement of goods, services, or insurance.
