SENATE JOINT RESOLUTION NO. 86 Offered January 18, 2000 Directing the Virginia State Crime Commission to study the Interstate Compact for Adult Offender Supervision. ---------- Patron-- Miller, Y.B. ---------- Referred to Committee on Rules ----------

WHEREAS, the National Institute of Corrections of the United States Department of Justice has recommended to the states the adoption of the Interstate Compact for Adult Offender Supervision; and

WHEREAS, this Compact, which would replace an existing compact, is intended to improve communications between local agencies, standardize data collection, measures, and reporting, and expand education, training, and information exchange on parolees and probationers between and among the states and territories of the United States; and

WHEREAS, in 1997, approximately three percent of all state probationers and parolees had been transferred out of the state originally paroling them or placing them on probation; and

WHEREAS, with the passage of such laws as sex offender registration, it is increasingly important to track the location of offenders, transfer supervision authority to the appropriate entity in each jurisdiction and when necessary return offenders to originating jurisdictions; and

WHEREAS, this Compact is intended to facilitate these governmental functions; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Virginia State Crime Commission be directed to study the Interstate Compact for Adult Offender Supervision. Technical assistance shall be provided to the Commission by the Office of the Attorney General to assure the proper form of the Compact.

All agencies of the Commonwealth shall provide assistance to the Commission for this study, upon request.

The Virginia State Crime Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
