AMENDMENT IN THE NATURE OF A SUBSTITUTE

Directing the Auditor of Public Accounts, in consultation with the Virginia Department of General Services, to conduct a study that determines whether audits of public accounts can be satisfactorily conducted with electronic contracting and procurement processes.

WHEREAS, electronic commerce is the fastest growing segment of the United States economy; and

WHEREAS, electronic contracting and electronic procurement processes may eliminate unnecessary steps and save resources, thereby reducing the average cost of purchase processing by about 50 percent and administrative time by about 70 percent; and

WHEREAS, electronic contracting and electronic procurement processes may allow the Commonwealth to leverage its buying power, thus obtaining better prices and material cost savings; and

WHEREAS, electronic contracting and electronic procurement processes may facilitate better management decisions through real-time information and increase visibility of what is purchased, thus revealing how and where the Commonwealth spends its procurement dollars, which annually total about $5 billion; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Auditor of Public Accounts, in consultation with the Virginia Department of General Services, be directed to study whether audits of public accounts can be satisfactorily conducted with electronic contracting and electronic procurement processes.

In conducting its study, the Auditor of Public Accounts shall determine whether audits of public accounts, as required by the laws of the Commonwealth, can be satisfactorily conducted using electronic procurements, contracts, and transactions in lieu of paper-based procurements, contracts, and transactions, and identify any statutory or regulatory barriers or obstacles which may prevent the implementation of electronic contracting and electronic procurement processes that are envisioned for the Commonwealth.

All agencies of the Commonwealth shall provide assistance to the Auditor of Public Accounts, upon request. The Auditor of Public Accounts shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
