On the death of James Franklin Moore, Sr.

WHEREAS, James Franklin Moore, Sr., the chairman of the Essex County Board of Supervisors and a longtime civic and community leader in Essex County and the Town of Tappahannock, died on October 1, 1999; and

WHEREAS, a native of Caroline County and a graduate of Marriott High School in King and Queen County, James Moore began his career with the Virginia Department of Transportation before accepting a position with the Town of Tappahannock in 1952; and

WHEREAS, during his long tenure with Tappahannock, James Moore served as assistant town manager, police chief, and town manager from 1966 until 1980, when he was appointed county administrator for Essex County; and

WHEREAS, following more than a decade of meritorious service to Essex County, James Moore retired in 1991, was elected to the Essex Board of Supervisors the same year, and was serving as chairman at the time of his death; and

WHEREAS, Essex County experienced many advances during James Moore’s tenure as county administrator and supervisor, including the renovation of the old Tappahannock High School for school board and county government use, the creation of the Tappahannock-Essex Airport Authority, the dredging of Hoskins Creek, the establishment of county refuse collection, and the installation of a computer system in county offices; and

WHEREAS, also a member of the planning commissions for the Middle Peninsula, Essex, and Tappahannock, James Moore was widely regarded an expert on zoning issues and served as a resource for other state and local officials; and

WHEREAS, James Moore was appointed to the Advisory Board of Emergency Medical Services by Governor Baliles, to the Rappahannock River Basin Commission by Governor Gilmore, and to the Chesapeake Bay Local Assistance Board by Governors Wilder and Gilmore; and

WHEREAS, throughout a long and exceptionally fruitful career of public service, James Moore earned the respect, affection, and undying gratitude of the citizens of Tappahannock and Essex County; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the death of a dedicated and accomplished public servant, James Franklin Moore, Sr., and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of James Franklin Moore, Sr., as an expression of the high regard in which his memory is held by the members of the General Assembly.
