2000 SESSION
WHEREAS, Leigh Edmund Grosenick, professor of Political Science and Public Administration at Virginia Commonwealth University and a pioneer in teaching public administration ethics, passed away on Monday, December 27, 1999; and
WHEREAS, born in Alexandria, Minnesota, a graduate of the University of Minnesota, where he obtained a B.A., M.A., and Ph.D., Dr. Grosenick was the founder and the first director of the Master of Public Administration Program and Doctor of Public Administration Program at Virginia Commonwealth University; and
WHEREAS, beloved by more than 600 graduates of the VCU Public Administration Programs, Dr. Grosenick served as teacher, mentor, and role model to many of the Commonwealth's public managers and employees; and
WHEREAS, beginning in 1977, Dr. Grosenick pioneered the field of teaching public administration ethics and was a published expert in intergovernmental relations; and
WHEREAS, not content to limit instruction to the classroom, Dr. Grosenick worked with Virginia's state and local governments to develop professionalism and ethics among their employees; and
WHEREAS, Dr. Grosenick not only served his country in the United States Army Military Intelligence from 1957 to 1959, he also served his community as a member of St. James the Less Episcopal Church and his state as president of the Virginia Chapter of the American Society of Public Administration; and
WHEREAS, Dr. Grosenick was a devoted husband to his wife, Elizabeth Lowrey Andrews, and beloved by his two children and two grandchildren; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with sadness the passing of Dr. Leigh Edmond Grosenick and express its condolences to his family; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Dr. Leigh Edmond Grosenick as an expression of the respect in which his memory is held.
